My guess is that it's because the only types of players available to expansion teams early in their existence are either rookies/young players or, since (generally speaking) inexperience is negatively correlated with playing ability, mediocre players that were made available via the expansion draft. Because of things like the Larry Bird exception and a desire to win championships, good veterans rarely end up on expansion teams -- everyone on the roster is either young or a veteran who has something wrong with them.
